| The Challenge |
The city of Missoury City hired the organazational consultants from the Waters Group to create a paper based employee review process based on a well proven methodology and city employees interviews, roles and excpectations.
The challenge was to mimic the Waters paper based methodology while driving employee review data from the HTE HR database. The solution needed to provide a workflow approval process adapting to the Fire and Police night and day shifts ever changing hierarchical organization. Mixed environment of Webmail and Notes Clients. |

| The Solution |
The solution is purely web based. The HR department configures which skills employees are reviewed on depending on which role they have in the global organization through the administration module. The application generates employee performance reviews (PR) 2 months in advance to the evaluation or probation date, notifies the supervisor the PR is ready and computes skills to review the employee on according to HR configured information for the particular job description. The supervisor can also create objectives to review the employee performance on.
The workflow module allows for the PR to go through unlimited layers of approval and contre-approvals before being available in partial edit access by the evaluated employee for review, commenting and electronic signature. |

| The Benefits |
All employees are reviewed on the same criterias thus improving acceptance of the review system and tremendously improving confidence of employee toward city management. City employees feel like everybody is reviewed on the same base. Scoring determines raise level for the next year.
The HR cycle to process an employee review has been cut to a few hours compared to several days prior to the application. Employee pay check reflects raise as soon as the PR is processed by the HR department which has driven a wide application acceptance by the city employees.
The 100% web based solution allows Fire and Police department supervisors to work on a PR from home or according to their schedule which has been of tremendous help.
Historical data is always available for consultation allowing employees and supervisor to check how they are doing compared to previous years and expected performance. This has allowed for an improvement in employee performance as the supervisors are more able to stear the employee in the right direction. |
| About the City of Missouri City |
In 1890, the land that now comprises Missouri City was advertised for sale in St. Louis Missouri and surrounding areas as "a land of genial sunshine and eternal summer." Despite all the efforts to appeal to settlers from the "north," the first actual settlers came from Arlington, Texas - between Dallas and Fort Worth - in early 1894. Missouri City was a railroad shipping point for the Blue Ridge Oil Field and salt mine. It was on the railroad that some residents established a precedent for Missouri City residents that continues through today - they commuted to adjacent towns to work. Some residents worked at the Imperial Sugar Company in Sugar Land and would ride there from Missouri City for six cents.
Missouri City was the first town in the county to make use of natural gas, this being brought in by pipeline in 1926.
In the depression year of 1933, Missouri City registered a population of only 86. In 1940, the official U.S. Census showed Missouri City with 100 inhabitants and three businesses. What the village did have to offer, however, was a safe, comfortable place in whch to live, with high-quality schools close by. On March 13, 1956, an appropriate election tool place whereby voters approved the incorporating of their village as a city, the City of Missouri City.
